Flag of Liberia BASICS began partnering with the Liberian Ministry of Health and Social Welfare (MOHSW) in 2006 to assist in the development of the National Health Policy and Plan. The plan includes a Basic Package of Health Services, which emphasizes maternal, and child health care, and focuses on decentralized delivery of services. In conjunction with local and international stakeholders, BASICS also helped the MOHSW develop county-level plans in 2007 to ensure the continuity of health service delivery as Liberia transitioned from humanitarian to long-term development assistance.

Building on these earlier achievements, BASICS commenced a long-term technical assistance agreement with the MOHSW in December 2007 to support introduction of the Basic Package of Health Services. The Government is aiming to ensure that at least 70% of health facilities are providing this package by 2010, and is further seeking a five percent reduction in the child mortality and maternal mortality rates by the same time.

While still emphasizing the delivery of maternal, newborn, and child health services, BASICS is also helping to develop human capacity and systems needed to manage the overall Basic Package of Health Services in a decentralized, county-focused structure.
