THE CHALLENGE
A global concern with the growing number of countries that are unwilling or unable to adequately ensure the security and development needs of their people has ushered in a refocusing of development strategies in a subset of fragile states. Not surprisingly, fragile states are among the most vulnerable. One third of people living on less than $1 a day live in fragile states and nearly half of under-five deaths every year occur in fragile states.
